The London Borough of Camden(1) wanted to pilot a secure web site, which holds information about individuals whose location can be monitored such as those who have been served with Anti-Social Behaviour Orders (ASBO's). The pilot site will be used by authorised persons to update and view information about individuals. If successful it is envisaged that the site will be expanded to include other local authorities, organisations and would cover a larger geographical area.

BOCC developed a secure pilot person tracking system for a consortium of clients, who included the London Borough of Camden, London Metropolitan Police(2) and Cognetix(3). The extranet serves multiple organisations and has a complex security model based on roles.
Our creative design team developed an innovative look and feel for the project.
The site draws on information provided by users across the organisations and assembles person profiles based on access rights. Photographs, images and other data are generated dynamically and stamped with user data visible and hidden to discourage proliferation of the information to third parties.

BOCC developed the personnel tracking system so that it will be fully scaleable in the future. Since the launch of the pilot other new features added to the system have included daily briefings, bulletins, additional characteristics monitoring, asset tracking, user customisation, association linking and online reporting.

Security was of paramount importance for this system. The entire site runs using the encrypted secure sockets layer (SSL) over the Internet protocol HTTPS. This means that all information sent from a user's browser to the site and vice-versa would be encrypted.
Additional security options including client side certificates and an RSA SecurID(4) server, which provides token authentication could also implemented in the future.
The site is not accessible to un-authorised persons. An authorised administrator has to register any site user prior to them being granted access. The user has to provide the answers to a number of predefined security criteria questions, e.g. their firstname, lastname to access the site. Users are requested to change their passwords on a regular basis, after logging in. Site administrators are able to de-activate user accounts at any time, preventing further use of the system by a user.
Each user has specific rights to view information based on location and category of the information and some users are able to update information if they have been given those rights.
An audit trail of information requested or updated by any user is recorded. This means that information is never removed from the site, only revised and appended to. Site administrators are then able to report on this information.
The completed Internet-facing system is hosted on a dedicated BOCC secure server.
The servers are monitored 24 x 7 by our own systems staff. The site uses SSL technology to encrypt data passed between the user's web browser and the server for privacy. All user access and data validation activity is undertaken on the server, minimising the requirements for the user's browser and computer and thus making the site content available to as wide a cross-section of users as possible.
Pages output to browsers are Extensible HyperText Markup Language 1.0(5) and Cascading Style Sheets 2.0(6) compliant.
