Online Payments and Accounts System Case Study - Stratford-on-Avon District Council

Overview

Stratford-on-Avon is a district council that provides a wide range of services within an area of 979 square kilometres in South Warwickshire. The area is largely rural with a population of over 113,000.

Objectives

BOCC has been working with the Council since 2003. In partnership with their eGovernment team BOCC was originally commissioned to redevelop and redesign their existing website to enhance the range of online services that could be provided. Part of this work was to develop a modular payments system capable of handling multiple Council service types.

Solution

BOCC undertook an initial requirements analysis session with eGovernment and Cashiers teams at SDC to discuss the overall system requirements. BOCC advised on methods for data transfers between the SDC internal systems and then developed a modular system so that further payment types could be added in the future with the minimum of time and cost. We agreed on the initial services to be included and the method to be employed for each.

The facility allows payment of the following services:

  • Council tax
  • Business rates
  • Sales invoices
  • Parking penalty charge (PCN)

as well as pay for services, such as household bulky waste collections after completing an online form.

Account data balance files are exported each night and used to update the website. There is live online payment card authorisation using Datacash's merchant services and receipt generation (as printable web pages and optional PDF and email).
