CCTV Traffic Enforcement System Data Integration Case Study - London Borough of Camden

Overview

The London Borough of Camden covers an area of 22 square kilometres (2,180 hectares) of inner London, north of the West End and City of London. The Council provides services across the Borough to a diverse range of social and economic conditions and has consistently led the way with Internet initiatives.

BOCC has been working with the London Borough of Camden (LBC) since 2000. During this time BOCC has provided a variety of services to the Council, mainly drawing on our expertise in integrating with the Councils various back-office and legacy systems.

Objective

LBC wanted to make the payment of traffic contravention penalties easy for car owners to view the details of the penalty and pay for them seamlessly online.

Solution

BOCC developed this online service for LBC in consultation with the Parking Solutions team. Traffic contravention data and CCTV images are updated on the site in realtime from internal systems at Camden.

Vehicle owners who have been identified from bus lane monitoring receive a letter with a unique web access code allowing them to log in to view their own images. The owners can choose to pay using Camden's online payment system, or submit an objection.

Due to the success of the project, the system has been extended to include short video clips in MPEG format as an alternative to static images.

Technologies

The system utilises:

  • Microsoft™ SQL Server 2005
  • Adobe® ColdFusion®
  • Secure replication of data from internal systems via a virtual private network (VPN)
  • Fully managed dedicated web server at BOCC
  • SSL (Secure Server Certificate)
  • Extensible HyperText Markup Language 1.0
  • Cascading Style Sheets (CSS) 2.0 compliant
