3-D Secure Online Payment Integration

Screen capture or illustration of 3-D Secure Online Payment Integration

BOCC has recently undertaken the integration of 3-D Secure for a number of our clients who provide online payment facilities via their websites. 3-D Secure is the new technical standard (that came in to force on 30th June 2007) developed by Visa and MasterCard to help improve online transaction security.

MasterCard have implemented their version of 3-D Secure, called 'MasterCard SecureCode', while Visa have called their brand 'Verified by Visa'.

BOCC has updated several of our local authority client websites, including London Borough of Camden, Oxford City Council and Stratford-on-Avon District Council; as well as membership organisations such as Trade Unions Congress (TUC) and Oil and Gas UK to comply with this new requirement.

BOCC has integrated the new 3-D Secure requirement for existing payment authenticators, including DataCash and Barclays. For example, instead of installing and integrating new software with the existing online payments system for Oxford City Council, BOCC was able to use an extension to the DataCash Payment Gateway using their updated API.

Camden Leaseholder Service Charges

London Borough of Camden have recently added a new payment stream to the existing online payments system for 'Leaseholder Service Charges'.

A significant proportion of invoices are raised by the Housing and Adult Social Care Directorate for service charges due from leaseholders. The requirement to add this new payment stream came about as result of changes to the existing Council back-office systems and the migration of all accounts and invoices relating to service charges to a new module.

The online payments system was originally developed for the London Borough of Camden six years ago. The system now incorporates eight payment streams.

ITF Ports of Convenience Database

The International Transport Workers' Federation (ITF) launched a worldwide 'Ports of Convenience' (POC) campaign at the ITF's 41st Congress in Durban in August 2006, to ensure that decent standards apply across the world's ports. The campaign will initially focus on the world's largest global network terminal operators (GNTs), which set standards in docks across the world.

The ITF provided funds to affiliate 'Maritime Union of Australia' to develop a database for the POC that is hosted in Australia.

The ITF wanted to provide access to the database for users already utilising the existing 'My ITF' secure extranet facility on the main ITF website. BOCC developed a mechanism to seamlessly pass the existing extranet login credentials to the POC database in order for users to gain access.

BOCC created an export of the user list from the My ITF extranet system that is imported into the POC users database as a regular scheduled process. BOCC liaised with the POC developers to agree the method of passing the login credentials from the extranet to the POC database.
